windows - Create camera interface virtually in C++ or python (which can be used in skype)

I want to read an image from my camera and modify the image. The image must be read by skype or zoom. Thus I need to create camera virtually. (As you know, we can change and use other camera' in camera app. In this case, I want to create 'other cameras'.)
