photo - Embeddable picture editor which will apply simple effects

Question

I'm a ux designer with ZERO developing skills but I'm being told that this is the right place to find knowledge. I need to achieve the following, on a single web page:

1. The user will upload a picture, select an overlay between a few types and press the "Do the thing" button
2. The software (???) will apply a rotation and a reflection to the picture and add the chosen overlay
3. The resulting picture will appear to be downloaded

Any idea on how to do this? I won't do the code so feel free to use big words, I will pretend to understand everything and pass all the suggestions to the actual developers.
