$dom->loadHtml($html);

$xpath = new DOMXPath($dom);
foreach ($xpath->query('//comment()') as $comment) {
    $comment->parentNode->removeChild($comment);
}

$body = $xpath->query('//body')->item(0);
$newHtml = $body instanceof DOMNode ? $dom->saveXml($body) : 'something failed';

var_dump($newHtml);

Output:
