admob - Problem Showing non-personalized adds on Test Device (Flutter)

Question

In my smartphone app, I'm testing advertizing.

I'm using Android Studio (4.1), Flutter (latest). I created Admob count, added Interstial video adds, and admob pluggin to manage adds.

When I test on real device without RGPD consent, it works well.

To manage users' consents, I added "Funding Choices" and the "Admob Consent Plugin" in my app.

Now, when I run my app (real device or emulator), if i agree the initialy proposed settings (personalized adds), the app shows adds as expected. But If i refuse the personalized adds settings, my app is supposed to show "non-personalized ads" , but no ads are shown...

Is it normal ? What can i do for my app to show non personalized ads in this second case ?
