android - Create transparent colored screen filter/overlay without affecting true (OLED) blacks

Question

All of the blue light filters that exist on the Google Play Store create a transparent colored screen filter/overlay which removes the "true black" quality of blacks on OLED screens because of the applied tint.

Is there a way of telling the Android operating system to only apply the color to non-blacks?
