How to create a matrix with lists as its element in python

I want to create a Matrix with lists.

 Matrix = [[] [] [] [],
          [] [] [] [],
          [] [] [] [],
          [] [] [] []]

and I want to input a number for how many lists are in the list so every time the number of the empty lists are different

input = 2
Matrix = [[] [],
         [] []]

Also I want to keep track of the middle of the list, and if it is an even length and width the middle will be the top left of the square in the middle.

Matrix = [[] [] [] [],
          [] [m] [] [],
          [] [] [] [],
          [] [] [] []]

(m is middle)

I tried to multiply the number of empty lists but it doesn't do anything

Matrix = []
for i in range(4):
    Matrix.append([]*4)

for row in Matrix:
    print(row)

and when I run this it prints out this

[]
[]
[]
[]

instead of this

[],[],[],[],
[],[],[],[],
[],[],[],[],
[],[],[],[]

And I can't find a way to locate the middle point.

Are there any ways to do this in Python?
