postgresql - No connection could be made in deno

Question

On deno postgres databse error

No connection could be made because the target machine actively refused it.

Here is my code
import { Client } from "../deps.ts";
const config = {
    database: 'todoDb',
    host: 'http://localhost:4000/',
    user: 'postgres',
    password: '123',    
  
};

const db = new Client(config);
await db.connect();

The database work perfectly in nodejs,
