df <- data.frame(value_1 = c(5, 1, 9),
                 value_2 = c(10, 2, 8), 
                 value_3 = c(11, 1, 7))
rownames(df) <- c("Name_1", "Name_2", "Name_3")

apply(df[, 1:3], 1, max)

> Name_1 Name_2 Name_3 
>     11      2      9
