The special character is endoded as two bytes. You need to account for this in the content length.

Fix:

Change:

var response = await drive.files.create(
      fileToUpload,
      uploadMedia:
          ga.Media(uploadFile.openRead(), uploadFile.lengthSync()),
    );

to:

var response = await drive.files.create(
      fileToUpload,
      uploadMedia:
          ga.Media(uploadFile.openRead(), uploadFile.lengthSync() + 1),
    );
