htc vive - I can't install OpenVR on Unity3D 2019.3.15

Question

I installed SteamVR and then I installed OpenVR manually through the package manager. I managed to run the game on HTC Vive once and since then I get errors like this:

DllNotFoundException: openvr_api

Valve.VR.OpenVR+COpenVRContext.CheckClear () (at Assets/SteamVR/Plugins/openvr_api.cs:4987)

Valve.VR.OpenVR.get_System () (at Assets/SteamVR/Plugins/openvr_api.cs:5161)
SteamVR_RenderModel.OnEnable () (at Assets/SteamVR/Scripts/SteamVR_RenderModel.cs:602)

OpenVR seems not to be installed yet it doesn't allow me to install it.
