Trying to add IBM Open Liberty Tools to Eclipse

Question

While trying to add "IBM Liberty Developer Tools 20.0.0.9" to my "Eclipse Version 2020-12" I get the error message:

  Unable to read repository at 
  http://public.dhe.ibm.com/ibmdl/export/pub/software/websphere/wasdev/updates/wdt/2020- 
  09_comp/compositeContent.xml.
  public.dhe.ibm.com:80 failed to respond

Anyone have any suggestions as to the cause or fix?
