Blazor FallBack to Blazor Server Instead of Blazor Webassembly

Question

I created with blazor webassembly asp.net core hosted template.

It generates 3 project, server, client and shared.

It was working fine. But, I try to run now. it always shows the blazor server account/login.....

It should be redirect to my blazor webassembly auth/login

this is the picuture. Im not sure what did it go wrong?

I removed this two line then it worked but this is my permission middleware

/services.AddSingleton<IAuthorizationPolicyProvider, PermissionPolicyProvider>();
        //services.AddScoped<IAuthorizationHandler, PermissionAuthorizationHandler>();
