excel - Convert PDF to SVG, preserving links/URLs

Question

I am trying to convert a PDF to an SVG, but keeping the URLs working. I have tried both InkScape and pdftocairo, and while both of them preserve the text itself from the PDF, the links no longer work. Does anyone know a way to do this?

(Some background, I am actually trying to convert an Excel spreadsheet for use on the web, I am able to do Excel->PDF->SVG, I just want the hyperlinks to still work)
