Why the transaction is always pending in my ethereum private chain

env：ethereum private chain

Geth
Version: 1.9.25-stable
Git Commit: e7872729012a4871397307b12cc3f4772ffcbec6
Architecture: amd64
Protocol Versions: [65 64 63]
Go Version: go1.15.6
Operating System: linux
GOPATH=
GOROOT=go

run command:

geth --datadir ./data console --networkid 1

step1:I am trying to send a transaction.

eth.sendTransaction({from:eth.accounts[0], to: eth.accounts[1], value: web3.toWei(5, 'ether'), gas:21000,gasPrice:web3.toWei(450,"wei")})

step2:miner

miner.start(1)

But after 10 minutes ，when i run

eth.pendingTransaction

i am able to see the list of above sent transactions SO my question is When will the transactions be mined?
