python - Building TensorFlow 1x from source

Question

I am trying to build TensorFlow 1x version "from source" to meet my project requirements, but I am facing following error while building the pip package:

WARNING: Target pattern parsing failed.
ERROR: no such target '//:[--config=option]': target '[--config=option]' not declared in package '' defined by /home/testenv/tensorflow/BUILD

operating system : Ubuntu 20.04 virtual environment : testenv python version : 3.6

any suggestions ?? please help
