windows - .net isolation of code execution respect operative system

Question

i need to know one information about code execution in .net framework with Windows forms project.

If i clone a cultureinfo in my application and after i use this cloned culture object changing number separator for decimal and numer grouping... this change affect only my application during his execution or affect all operative system ? For example...if i force use of comma ad decimal separator, it affect Windows for other application use or, is i think, it affect only my application ?
