php - The Laravel job automatically resumes when it fails while it has set tries zero

Question

I'm using horizon to run the job queue in laravel

Although in code I have set tries to be 0

But when it fails, it automatically runs 9 times

So how does it only run once? and don't continue running if it fails Thank you
