PayPal not firing webhooks

Question

I'm setting up a PayPal subscription system using the buttons SDK and this is all working fine.

I registered a Webhook listener in the developer portal so that I can catch all events (all events are ticked), but it never seems to hit my URL?

Also in the Webhook events tab, it shows no events regardless of whether I performed an event with my integration or even directly within the PayPal test account, so it definitely looks that they are just not firing at all.

Any ideas?
