azure - Intune Device Ownership greyed out

Question

As you can see in the image, Device Ownership has been greyed out. I believe due to this I cannot push compliances and Configs. The IME is also not installed, not sure if that's causing issues or not.

My situation:

1 device, surface book.

1 account, DEM account (have tried with a 'normal' user too, didn't work either)

1 compliance policy (not applied, stuck on 'not evaluated')

5 configuration policies (4 stuck on 'pending', 1 has succeeded)
