java - Making a jar using other jars

Question

I am creating a DocReport jar file which will allow users to create PDF and Word documents. This jar depends on itext and poi libraries. Is it a good idea to jar itext and poi libraries along with DocReport jar or should I create DocReport jar and also give other jar to users as dependencies? So the users will have DocReport and itext and poi library in the lib folder.
