Follows my solution.

First, concatenate the two lists separating them by a special character (in the following, I will use §):

text1
text2
text3
text4
§
value1
value2
value3
value4

Then:

1. Find what: ^(?!§$)(?!.*=)(.*)([wW]*?^§ ? )(.*) ? ?
2. Replace with: $1=$3$2
3. Ensure to have the following settings:

4. Click as many times as needed on the Replace key.
5. Finally remove the special character.
