relational database - Is this relation in 2NF?

This is not homework. I made it up myself.

R(a,b,c)

a is a candidate key

a->b (b is functionally dependent on a)

c is not functionally dependent on a

It's 1NF because it has a candidate key and all the attributes are atomic and no attributes are repeating. Is it in 2NF?
