here api - Constraints for arrival time and paramter for work times per type of service

Question

I am trying to understand if following 2 features are possible in there Here.com service:

1. Is it possible using the Waypoint Sequence API to define work times per waypoint and not thus not average overall work/rest times? There is a varation in the time it takes to complete different services at locations.
2. Would it be possible to include a constraint to optimize the number of waypoint locations based on a total travel time (e.g. service hours start at 8AM and end at 5PM). So that the arrival time is a constraint that Here takes into account.
