portforwarding - im trying to port forward for a minecraft server but nothing i try seems to work

port forwarding custom service

using the custom service as an inbound rule

the blacked out bits on the image are my IPv4 address and it still does not work for my friend i have tried adding a firewall exception in windows defender firewall and i do not have another firewall installed. I am with sky broad band if that helps.
