localhost - More than 1 war file is deployed in tomcat, I can only open one at a single time

Question

I have 2 war files which I have deployed in the WEBAPPS folder under tomcat. When I am trying to access any of them from localhost:8080/manager/html both are not responsive, but when I stop one then I can able to access another one. I am on tomcat 9.0.41 on windows 10 machine.
