I'm trying to make a Twitter bot to be favor in a developer school

I'm trying to get into a developer school for the next years (i'm actually in last year of high school), and having an experience in code can improve my chance to be accepeted. So I would like to create a Twitter's bot that tweet an image every year, you know the kind of image where it's wrote "See you September 1 in York shin City" that are posted September the 1 exemple of image that i am talking about

So I would like how to create a bot that can do that ! Which code should I use (I heard about python) ? How can I made this bot ? Is there a free way to host the bot 24/24 7/7 ?
