python - Grouping Keywords with same number of similar links in the second Column

I Have two columns, the first one contain keywords rds while the second contain links. as shown below

My objective is to group the keywords with corresponding similar links in the URL. The catch in this is that, for the keywords to be grouped together, they must have at least the same number of similar links in the second column. For example, for keyword1 and keyword2 to be grouped together, they must have the same number of similar links in column two. I can provide more explanation if this is not clear.
