Is there a Python function to generate a mulit label array/list based on a list?

Question

i will explain my question with a simple example. We consider a multi label classification with the 5 classes 0, 1, 2, 3, 4. A target values is given by [1, 3]. I would like to transform the target into [0, 1, 0, 1, 0]. Is there any function in Python? Is there also a function for tensorflow objects?

Searching the web was not helpful for my issue.
