Displaying a custom tweet with html/css

Question

Can anyone give me some pointers how to display a custom/generated tweet in the styling of twitter on my website?

The eventual goal is to load up a random tweet from a database with tweets in csv or json format. However I am already stuck at properly displaying a tweet using html/css (and js?).

Can't seem to find any solutions since most people just embed a tweet using the twitter API. Can anyone point me in the right direction? Do I just need proper HTML page with CSS styling?
