input - Excel 2019 keeps converting date into date time

I have a strange problem that's occurring on my mothers computer with Win 10 Home and Excel 2019 (Home/Student) installed.

The language for both of these are by default English, but I have installed the necessary language packs for them both to have Finnish as a prioritized language. I even manually changed the priority language for Excel to be Finnish instead of the operating system default setting.

The following problem occurs when trying to give Excel dates in the Finnish short date format (dd.mm.yyyy): Excel interprets the given date of e.g. 03.01.2021 as 0.1.1900 3:24:43 or something similar. This to me indicates that Excel interprets the given date as a time instead of a date. In this case it seems to be thinking that there is such as a thing as a specific English (Finland) regional setting which is set to dd mm yyyy hh.mm.ss.

Changing the cell format beforehand doesn't help either, we tried formatting the cell as Date both through the quick menu at the top and the Ctrl + 1 (Format cell...) menu, but Excel changes the cell to the General format when giving the input (and thus changes the date into a number that corresponds to the time I mentioned above). Formatting afterwards doesn't help either unfortunately, since it will show the aforementioned wrong date based on date time input instead of just date.

My question is now: How can I change the input method for dates (and other input for that matter) on a default level in Excel 2019 (and as an extension Office 2019) to the correct regional settings?
