arm - GDBserver and OpenOCD not getting installed

Question

I want to try gdbserver and openOCD on CLI so as to compile and debug STM32 MCU Firmwares via CLI and to get an understanding of their work. But not able to get enough resources on the net for their installation as I am windows user and resources available on the net are Linux based

I have tried and understood how to compile and debug the c/c++ codes via CLI USING GDB. (BELOW IS VIDEO)

I got to know about Chocolatey for windows and tried that way also for installing packages in windows directly from cli but it didn't work out
