html - Beginner here. When there are quotes in between tags and nothing more what does that typically mean?

When using a wysiwyg editor I always try to clear formatting and styles but it never clears and within the code there are always the <div style=""></div>, <li style=""></li> tags that remain which drives me insane after so-called clearing. I would think clearing the formatting should remove the <div> tags.

Before I go complaining to the developers about clearing styles and formatting I am just curious as to what the "" means in the tag. My boss is a stickler about keeping the formatting the same across the board so the default code in the editor is inconsistent. Just wanted to understand better what is happening before I report a bug in the editor.
