How to create a custom TV LED Backlight using an Arduino Uno?

Question

I'm trying to create an LED backlight for my TV on my own using an Arduino Uno. I'm very new to engineering and this kind of stuff so I've been learning how to control LEDs and use the Arduino but I can't figure out how to get it to determine what color to display based on the TV?

How would the Arduino know to display blue on the upper right LED if the upper right corner of the TV is blue?
