python - Can I set a region of interest (ROI) to active and non-active windows

Question

I am creating a drag-select tool to select the region of interest (ROI) for multiple browser windows, but do not want to be only restricted to the active (foreground) window.

Is there a way I can access the window coordinates so that my ROI will remain fixed to each window, both in the foreground and in the background?
