How to open a file with additional argument while using subprocess.Popen('C:\Windows\System32\xyz.bat')

Question

I am using the command within python to open a file Ex : subprocess.Popen('C:WindowsSystem32xyz.bat')

when I open the bat file by using a command prompt I can give additional arguments such as

C:/C:WindowsSystem32xyz.bat -h new -y old

how to give an additional argument -h new -y old while using subprocess.Popen()
