neural network - Probability Distributions as inputs to ARIMA

I am trying to forecast power demand for EV's and the data I have available is daily minute by minute power demands in a time series format. I also have access to certain restrictions in renewables and can therefore infer a rough distribution of the likelihood of the % of EV's in the coming years.

I have researched on fuzzy methods, Gaussian Processes and probabilistic NN's, however cannot seem to find any code/documentation on how to use distributions as input variables
