.htaccess - Opencart 3.0.2.0 Language Switch Issue

Question

I have an issue with switching language on opencart 3.0.2.0. I added two languages, enabled seo url (changed .htaccess) but when i try to switch language, nothing happens. If it's English on one browser, it stays on English. If its turkish on another browser, it stays on Turkish. There is a VQmod on site (I don't know if it effects or not) Waiting for your advices. Thanks.
