My docker log driver loki url is not working

Question

I am trying to use the loki log driver in docker but the URL doesn't appear to work. Loki is working if I use the default docker log driver json-file.

I can telnet to localhost:3100 but if I post to the url using curl it times out.

My docker-compose file looks like this:

container_name: tools
restart: always
networks:
  - traefik
logging:
  driver: "loki"
  options:
    loki-url: "http://localhost:3100/loki/api/v1/push"
...
