Unwanted behaviors in Android permission dialog in API 30

The dialog in API 30 presents a different behavior that an usual, being the differences with previous versions:

  1. If the user presses outside the dialog, the dialog closes.

  2. If the user says he denies the permission, the permission is permanently denied (unless it's changed on system menu in the permissions for that app).

Is there any way to make it work as previous versions so the user cannot close the dialog by pressing outside of it and that selecting only "deny" works only as a temporal deny and not a permanent one?
