node.js - Where can I find documentation for the NODE_ENV environment variable

I'm trying to find the primary source explaining the intended behaviour of the NODE_ENV environment variable. I have encountered lots of threads that explain some random effect that the environment variable can have in some specific situation. Does OpenJS Foundation have some kind of process for proposing/documenting Node.js features such as the use of this environment variable?
