Why can i only process 10 requests at same time with asp.net core simple web api app hosted on IIS

Question

I have simple controller :

[ApiController]
[Route("[controller]")]
public class TestController : ControllerBase
{
    public TestController()
    {
    }

    [HttpGet]
    public async Task<int> Get()
    {            
        await Task.Delay(10_000);

        return 42;
    }
}

when i deploy it to IIS i'm able to only process 10 requests at same time. Other requests are not processed until all previous request are not processed.

I would expect to process more requests.
