git - Best way to call code from one repository in another repository

I have a two repositories, one containing terraform codes for AWS underlying infrastructure and another to allow developers to develop python codes for Lambda execution. My question is what is the best way to call the codes developed in the second repository when building from my infrastructure repository? It should also be mentioned that I am using drone as my CICD tool.

I know I could use terraform modules and just allow them to pass variables from the development repository, but I am looking for a git solution so they can have some more flexibility in their development. I have read about git submodules but a number of posts say that they are not an ideal solution, but I have been unable to find any information about a better one.

Any advice would be greatly appreciated.
