influxdb - Telegraf Debug not working after adding following params

Question

I have added the following properties in telegraf but it is not generating "telegraflog.txt"

[agent]
  debug = true
  logfile = "C:\Program Files\telegraflog.txt"
  logtarget = "file"
  quiet = false

Is there anything else that needs to be added?

Edit:

I added only two properties as below and it is printed debug logs to console-

 [agent]
      debug = true
      quiet = false

I have also verified permissions to that file.
