sqlite - Use listen function and listen_for decorator in sqlalchemy for python simpler terms?

Question

I want to execute a piece of code only when a new record is added to the database. There is only 1 table in my database and I am using db.Model argument. I want to do this in sqlalchemy and SQLite as a database for flask web development. I know it's related to the event and I should use listen and listen_for for this but I don't know how to.
