LittleFS data upload to ESP8266 Wemos D1

Question

I'm using Arduino Ide to write code for a Wemos D1 mini webServer and I'm using littleFS to store client side files like css and js. I'm able to upload bin file for sketch with an external tool but not those css and js files. Does anyone know how to upload data to SPIFFS without using Arduino Ide? is there any way to upload sketch + fs data at the same time?
