path - keytool access denied to enable command line

Question

I am trying to use Keytool command to retrieve my SHE.

After changing the path to keytool in Java Bin,

I receive this error message as access denied.

C:>C:Program Files (x86)Javajre1.8.0_271in>keytool -list -v -keystore ~/.android/debug.keystore -alias androiddebugkey -storepass android -keypass android Access is denied.

Can you please support on why I can not reach keytool command|?
