cosmos sdk - What are the steps to perform a chain upgrade?

Question

The closest thing I can find is https://meleacrypto.medium.com/cosmos-3-hub-upgrade-guide-4d6791a12bdc. It's for upgrading from gaia cosmoshub-2 to cosmoshub-3. I'm upgrading from Cosmos SDK v0.39.2 to v0.39.2 so it doesn't need conversion, but I added the gov module to the new chain and it's throwing an error trying to validate missing genesis info for gov.
