python - Make Full binary tree with special conditions

Question

I want to make full binary tree of height k with the given points in a page. each point has x & y parameters in Cartesian coordinates. edges of tree should not cut each other.

test case: k = 2 points:

output: 4 1 0 2 0 3 6 5 7
