visual studio 2019 - Localization resources "lost" after changing the assembly name

Question

I have 2 sets of resources files:

• the properties folder
• the resources folder (for localization)

I was playing around with the Assembly name and realize that after changing the assembly name. The resources in the resources are not recognized. I rolled back the Assembly name, then the resources work again. I tried to google for steps to adjust the localization resources, but can't find anything. Can anyone help? Thanks!

P.S. These localized resources are set to "no code generated"...this plays a role at all.
