why localhost refused to connect xampp on macos big sur 11

Question

I downloaded Visual Studio code 3 for Macos and then xampp.

The xampp terminal is showing 2 ports: 8080 and 8443. I'm enabling 8080. but when I'm trying to connect via localhost, its refusing.

Deleted VS Code editor and xampp once, but didnt work
